[dokuwiki] PHP minimum requirement (was: new release)

BTW. I also would like to make this the last release compatible with
PHP 5.3. The following release should require 5.6 at least. Maybe we
can even agree on 7.0 when it's time for that release, but that the
future.
Just a bit of a reality check, at least with respect to Centos/Red Hat.
Centos 7, which is the most recent version, is still at php 5.4.16.
wow. that's horrible. and I thought Debian is slow.
Upgrading to php 7 seems to
be a bit dicey at the moment.
That's why I said we might do it in the future (depends how far away
the release after the upcoming release will be).
However. PHP 5.4 and 5.5 are no longer receiving *any* updates.
Neither bugs nor security issues are fixed. PHP 5.6 is also offfically
end of life but will continue to receive security fixes for the next
two years:

Running anything under 5.6 is just asking for trouble
