I had the same problem. On one machine the buttons disappeared but on
an other machine, they still were there. After a few hours or days,
they happened to show up again. No idea why. I noticed this only once.

Check your settings in the Configuration Manager->authentication
settings->Disable DokuWiki actions, what is disabled (selected) there.
Corresponding buttons will not appear when user is not logged on.
