[dokuwiki] Disable actions

Hi,
I just played a bit with snapshot 2006-07-19 of dokuwiki, because I was
searching for possibilities to disable actions.
This snapshot seems to allow it. But it is a general thing. Wouldn't it be
better to disable actions (and their buttons) by ACLs. In other words,
configure allowance for actions via ACLs?
