For many of us, it has been a rough transition back to school. My office
has been focused on a number of problems facing our schools— broken HVAC
systems and multiple alternative cooling systems that are loud and not
reaching comfortable temperatures. On top on that, many of us have been
frustrated about the lack of a virtual learning option for all students,

This is not how we support our students and teachers through this
challenging time. I have been in touch with the Department of General
Services (DGS) almost every day to make sure school facilities issues are
moving quickly.
On Tuesday, September 28th at 9 a.m., Chairman Phil Mendelson and I will
hold a hearing on “School Facility Conditions During the Re-Opening for

Staff Changes
I’m pleased to announce the promotion of Angela Fowlkes as my new Chief of
Staff and Katie Whitehouse as Legislative Director.
Angela began working with us in 2019, bringing with her significant public
and private sector experience. Katie also joined our team in 2019 as a
Legislative Assistant with deep public policy experience. I'm excited about
Angela and Katie's leadership.
Departures
I would like to thank my outgoing Chief of Staff, Mtokufa Ngwenya, for his
five years of service to our office and to the District of Columbia.
Mtokufa has been one of my longest and most-trusted advisors. With great
sacrifice, he helped me get elected to the Council and has been my right
hand since my first day on the job. He was a senior advisor on my winning
campaigns in 2016 and 2020 and has been an invaluable asset to me, my
staff, and to the residents of the District.
I want to also thank Kirti Suri, Deputy Committee Director for the
Committee on Government Operations and Facilities, for her years of service
as she transitions to her next chapter. She has been a tremendous co-pilot
for the committee and a strong advisor.
Emergency Grant Making Authority Restored
I passed a bill to extend the grant-making flexibility that Advisory
Neighborhood Commissioners (ANCs) have used to address city-wide
humanitarian needs during the Covid-19 public health emergency. This is a
direct result of the advocacy of numerous Commissioners who said they still
needed spending flexibility to help residents who are struggling through
this pandemic. Many Commissions were in the process of issuing new grants
when the public health emergency ended on July 25th. With the spread of new
coronavirus variants and the increase in case counts, now is not the time
to cut off this vital support for our residents. This extension on
grant-making flexibility for ANCs will last until February 2022 or the end
of the continuing public emergency, whichever is sooner.
Council Recess
The Council is in recess until October 1st. Our first legislative meeting
will be on October 5th.

Community Day Cookout
Academy of Hope Adult Public Charter School is hosting a Community Day
cookout on September 16th from 5 p.m. - 8 p.m. at the Ward 5 campus (2315 18
th Place, NE). Please join to learn about their free high school diploma
and workforce programs for DC residents.

The National Symphony Orchestra’s In Your Neighborhood, which partners with
local artists and venues to celebrate the power of live music, is hosting a
