*Back in 2014, I, along with Ed Potillo (RIP) and Cinque Culver, Eboni Rose
Thompson, and Tom Brown, began discussions that became community
discussions, about the fate of development at the Fletcher Johnson Middle
School in central Ward 7. The community discussions and our collective work
eventually became a PROPOSAL, put together by JT, a local Black real estate
developer, that was submitted to the administration of Mayor Vince Gray, in
October 2014, one month before the 2014 Mayoral election. The proposal had
six (6) components: 1) A Conference Center; 2) a Soundstage; 3) a
Multi-Media training component; 4) a Hospitality and Culinary Arts Academy;
5) a Health, Education and Wellness Institute; and 6) Multi-family Housing.*
*I wrote the section about the Health, Education and Wellness Institute
(HEWI). The Health Alliance Network was a full partner in the project
having signed a Teaming agreement and a Non-Disclosure contract. The HEW
Institute comprised 65,000 sq ft (58,500 sq ft usable), was the second
largest space within the 300,000 total sq ft building, and had the
following components: *
- *Health focused Teaching Academy and health enrichment learning center
(19,000 sq ft)*
- *Health club facility (36,000 sq ft)*
- *Wellness, nutrition and diet center with retail (5,000 sq ft)*
- *State of the Art Clinic and children’s triage center (16,000 sq ft)*
- *Cancer satellite center (4,000 sq ft)*
- *Professional medical office space (20,000 sq ft)*

discussion regarding Fletched Johnson:*
Ed, Cinque, & Ambrose Meeting - (10/4/2014 @ 12noon)
At the meeting held today, Cinque, Ambrose, and myself met to discuss a
proposal for the use of the Fletcher Johnson Campus. The primary goal of
the proposal is to enhance the community, while at the same time providing
revenue producing opportunities. These revenue opportunities will allow
for the sustainability of all aspects of the project, provide employment to
community residents, and allow for the growth and expansion of community
programming. The following is a breakdown of how the property can be used:

The land around the actual project will be used for a multi-level parking
garage and improvements that will support the four project components
mentioned above.
*The proposal was submitted to the DCPS Excess Schools Facilities Request
for Offers under the Ward 7 Education Council, and Cinque Culver
(treasurer), was the Project Director.*
*The Mayoral election of 2014 resulted in the election of Muriel Bowser.
The 2014 proposal was tabled, and eventually the RFO was reintroduced under
DMPED. By that time, the Fletcher Johnson Task Force was formed (I was a
member) and we went through a second whole community envisioning process.
The Health component was mostly maintained and developers began submitting
proposals. The final accepted proposal was, in my opinion, a PIECE OF CRAP
that looked nothing like the community envisioning that happened twice!*
*WHY IS THIS IMPORTANT?*
*Recently, Mayor Muriel Bowser announced that there are plans to create a
free-standing Emergency Department on the campus of Fletcher Johnson. Read

*This is exciting news that the Health Alliance Network fully supports and
I credit and applaud Mayor Bowser for her effort. I also credit
Councilmember Vincent Gray for always championing the need for a
"healthcare system East of the River" which has inspired my work over the
years.*
*What must be done next? ANC 7E needs to have a community meeting to
determine if the Ward 7 community wants to "Scrap the Crap Proposal" and
return to the original vision completely supported by the community. Mayor
Bowser (DMPED), Councilmember Gray, the new incoming Ward 7 Councilmember
(after the June primary) and community leaders from the original Fletcher
Johnson Task Force, should sit and iron out the possibilities,
opportunities and plan for the site. This also presents another golden
opportunity for the Mayor, as she begins navigation for the return of the
Washington Commanders to the RFK stadium. If one project becomes crap,
then the stadium project will also likely become crap, that is, crap for
Ward 7. We want, deserve and demand better. The free-standing emergency
department is a great step in the direction of better.*

*OPIOID CRISIS*
*The Opioid Crisis continues to escalate. The number of youth 16 to 19
years of age opioid deaths has quadrupled in the past year and 2023
saw increased opioid deaths in Wards 1, 2, 3, 4, 6 and 7. 2023 was
the SIXTH STRAIGHT RECORD YEAR of opioid deaths. Whatever has been or is
being done AIN'T WORKIN'! If the Opioid Abatement Commission and the
Mayor's Budget don't call for and fund significant infrastructure
development like treatment centers and behavioral health/SUD urgent care it
will be a travesty that should initiate calls for resignations! The next
Opioid Solutions Working Group meeting is on Friday April 12th at 12 noon.
