I meant control+alt up arrow of course... sorry about that...
I deal with sometime 12 or more staves with parts starting and ending at
different position and I experience this sort of things all the time.

That's probably because you have no music at measure 24 on your violin 1, so
Sibelius moved you to the next staff above that has music at that particular
measure. Try moving to a measure where you know you have music on both
violin 1 and 2; and then do control-up arrow from violin 2, you should be
able to move to violin 1 and not skipping over it.

is this?

cause the exams well be too close,
