What is Reaper?  I've heard of it but forget what it is and what it does.
Is it a spyware thing?

Hi.  I figured it out.  Oh my god.  After all that, I finally figured out
what was causing it, although I'm not sure why.  After two days of fighting
with this, I uninstalled reaper and as soon as I did that, Sonar ran fine.
I don't know why but that's what did it.
