Well, it depends on what you mean by a sampler.  Basically you can load samples 
of any .wav or ogg file into sfz if you just want one sound through the whole 
keyboard.  If you want to set up key and velocity zones, control envelopes, 
assign controllers as modulators, etc.  you'll need to write up a sample 
definition which is a text file.   YOu can learn everything you need to know 
about the sfz format by going to www.rgcaudio.com
