From Prof. Alan Felss. Chair of taxi industry enquiring Hello Early last year, I was appointed by the Victorian Government to chair an inquiry into Victoria's taxi and hire car industry. The inquiry received many submissions and received significant input from the community and taxi industry participants. Thank you to the many people who had input into the inquiry to date. Today I released the Taxi Industry Inquiry's draft report titled Customers First: Service, Safety, Choice. The draft report sets out a detailed examination of the taxi and hire car industry and proposes a set of draft reforms that will set the taxi industry in a new direction. The report focuses on three key areas: increase and improve supply, restore trust and confidence and boost demand. Draft recommendations include * Better qualified and paid drivers by improvements to entry and training, including an independent Greater Melbourne Knowledge exam, and improving their remuneration through cost neutral changes to the fare structure and paying drivers 60 per cent of the fare box.=20 * More responsibility on industry for performance for all service providers, including clear obligations placed on networks. At present networks are not responsible if a driver fails to show up for a booking. In future this will be the responsibility of the network. * Relaxing licensing restrictions by making taxi and hire car licences available at any time to approved applicants for a set price. * Better services for people with a disability including a central booking service for wheelchair taxis in Greater Melbourne and expansion of the MPTP for older people no longer able to drive. * Safety measures that work, including better late night transport arrangements with more vehicles and better and more ranks. * Reducing the 10 per cent card payment fee charged to consumers by bringing this fee under regulation as part of taxi fares. * Removing anti-competitive constraints and allowing services to innovate with more competition between taxi networks and between taxis and hire cars, and by removing regulation that prevents taxis from doing more flexible work. * A more effective, independent future regulator that is better informed, has more flexible powers and is focussed on outcomes.
