Information about CHOGM 2011


In the final week of October, Perth will host the Commonwealth Heads of 
Government Meeting 2011 (CHOGM).


CHOGM is a significant event that will include visiting delegations from more 
than 50 Commonwealth countries.


In hosting such a large event there
will be some changes to the way the
city usually operates. This brochure
provides information about the impact of these changes to help you plan ahead.


Road closures and access
Changes to traffic arrangements will be almost exclusively limited to:

• St Georges and Adelaide Terraces;
• Mill and Malcolm Streets;
• Fraser Avenue in Kings Park; and
• parts of intersecting streets.

Other major thoroughfares in the city are unlikely to be significantly affected.


Friday 28 October 2011 (Public Holiday)
From late Thursday 27 October to the early afternoon of Friday 28 October, St 
Georges and Adelaide
Terraces between Plain and Milligan Streets, as well as Mill Street and a small 
section of Mounts Bay Road
between Spring and Mill Streets, will be closed to all traffic to allow the 
movement of visiting dignitaries to
and from the CHOGM Opening Ceremony.

These roads, at other times during the next two days will be closed again 
briefly while motorcades move
through, but will be re-opened to traffic immediately afterwards.


Saturday 29 and Sunday 30 October 2011
On both mornings the roads previously mentioned, together with Malcolm and Mill 
Streets and Kings Park Road east of Havelock Street, will be closed for several 
short periods when delegates move to and from the State Reception Centre in 
Kings Park. 

Local traffic will still be able to access side streets in the blocks 
immediately adjacent to St Georges Terrace, Adelaide Terrace and Malcolm 
Street, under police
authority (in some cases photo ID may be required to be produced and a 
reasonable reason for access
established). Buses and heavy vehicles will be unable to access the terraces 
over the entire CHOGM weekend from late Thursday 27 October to late on Sunday 
30 October.

Pedestrians will be able to access all parts of the city at all times, 
including footpaths along St Georges and Adelaide Terraces, although there will 
be restricted access to CHOGM venues and some major hotels.

It is recommended CBD residents, businesses and workers plan their journeys and 
transport needs around
these times (eg. residents entering/leaving the CBD and businesses/retailers 
relying on deliveries/collections). As soon as timings for road closures and 
openings can be confirmed, this information will be communicated to the public.

Parking
There will be no street parking permitted on Adelaide and St Georges Terraces 
and Malcolm Street or one block back along adjoining streets, from late 
Thursday 27 October until late Sunday 30 October. The Perth Convention and 
Exhibition Centre car park will also be closed.

CBD residents, retailers and workers with car parks accessed via Adelaide and 
St Georges Terraces and adjoining streets, will continue to have access to 
their parking. However, as these roads will be closed during specific times, no 
vehicle movements will be permitted
while dignitary movements and road closures are in place.

Anyone wishing to enter or exit car parks via the terraces or adjoining streets 
should plan their journey in advance around the times these streets will be 
open. Actual times
will be published closer to the event.

Roads to and from the airports will not be closed at any time, although traffic 
may encounter brief delays due to the passage of motorcades.


Building access
CBD residents will be able to enter and leave their buildings at all times on 
foot. Businesses, retailers,
staff and customers will also have pedestrian access to buildings at all times. 
However pedestrian movement across Adelaide and St Georges Terraces will be 
restricted
during the movement of motorcades.

If for some reason this restricts your normal access and causes you concern 
please call the WA Police CHOGM Information Line on 1800 227 792.

This information should help you begin making some alternative plans, if you 
think you will be affected. It is recommended that appointments and 
arrangements be
scheduled around the times these streets are open.

You may wish to consider your own alternative parking to allow entry and exit 
at your convenience.

Businesses and retailers are encouraged to consult with
suppliers, contractors and building managers as soon as possible regarding any 
changes that may be required.


Public transport
Public transport schedules are not expected to change between Monday 24 and 
Thursday 27 October. However, changes to some bus routes will occur between 
Friday 28 and Sunday 30 October.

The Esplanade Busport will be closed to buses from the last service on Thursday 
27 to Sunday 30 October. Buses will be redirected to operate via temporary bus 
stands at
Wellington Street Bus Station.


Taxis
Taxis will have access to St Georges and Adelaide Terraces and Mill Street when 
these are open to traffic, just like other small passenger vehicles, and will 
be able to pick up and drop off passengers.

Some taxi ranks will be temporarily shifted and taxi companies and drivers will 
be provided with information well in advance so they understand these minor 
changes.

Special provisions are being discussed with the relevant
organisations for people with disabilities or those with
other special needs. More information will be made
available closer to the event.


Perth will still be open for business
The Australian and Western Australian Governments
want CHOGM to be an exciting event for Perth residents
and businesses. Trading for retailers, shops and businesses will continue as 
normal through the week
of CHOGM. Shops will be open for business on the Queen’s Birthday Public 
Holiday on Friday 28 October
and the weekend.

always taken seriously and could be valuable to police, no matter how 
insignificant you might consider it to be.
