You can't use SparkFS for cc's CFS Compression files. Squash built in to RISC OS uses the same LZW algorithm as CFS, but the specifics of file formats and the codes used in LZW are different.

Talking of ShrinkWrap - it won't appear on the icon bar. You need to make sure the relevant modules are loaded. I would also expect the desktop filers to cache information, so once ShrinkWrap is active you will then have to open the desktop filers - then you should see CFS files replaced by what it is that was compressed into them.

i'm also unclear from the instructions whether the "zone" means that
anything i place there will then be compressed.  all i want is to
UN-compress some old files and leave them uncompressed (now that disk
space is plentiful, unlike in 1995).

Quoting the docs:

*ShrinkWrapAddZone Adds an area to the ShrinkWrap zone
Syntax: *ShrinkWrapAddZone <path> [all|none|some]

If the 'all' parameter is added, all files will be compressed.
i.e. the file type control will not be used.
If the 'none' parameter is added, no files will be compressed,
other than those which already are compressed.
If the 'some' parameter is added, then file types are used.
The default setting i.e. if there is no final parameter is 'some'.

You have a choice, regarding compression, you can turn it off.

There are a number of *commands which will let you see if you've got the zone set up correctly and which file type modules are loaded.
