[ctw] Request Blocked Email Domain

I am able to receive the block report but not able to retrieve the message.
I set the Request Blocked Email Domain to my default domain and the message is
in the SPAM folder, but it kicks back with:

RSBMspam_-.-_8943.eml@xxxxxxxxxxxxx was rejected by host tspnydata.com
(75.127.202.229).
