Okay, first... that’s not a police vehicle. The plate on the front is a
civilian issue yellow NY state plate.
Second, the devices on the front are used for surface atmospheric
sampling. Odds are very good that the vehicle pictured belongs to a
natural gas utility.

Anyone know or care to venture a guess at what the 6 little black
thingamajigs are that are attached to the front of the police car, where
the bumper should be. Some new kind of vacuum cleaner for sucking up
criminals, or detecting dope trails, or funny little robots, for an
automatic police car which feeds automatic police with electronic data
perhaps? Or just an aid to parking for lesser trained drivers...
