@Paas afaik, the only whiffed normal you can cancel is CD.
@Stu - Terry's CD move goes over low fireballs.

It was just Maxima vs Billy so not sure if it wiffs on smaller chars.
I found that with Maxima close C as well. Against Kula/Mai the 2nd hit
wiffs if they block it ducking. It doesnt wiff on block when I tested
against some of the male characters.
