The latter. It's not so much the damage potential that it allows. It's the
fact that you can end rounds by activating it and it's completely
unblockable when activated. If it was blockable, I'd be ok with it.

I suppose it just means you have to stick close to those characters when
they have meter to activate it as they can be interrupted during the
startup animation.
