Your ROI is deter*mined* (har har) by the performance of the coin. Asic
miners are devices that are designed to performed only one specific
function (usually performing various computations against a single crypto
algorithm) whereas CPUs (and to a lesser extent GPUs) are designed to
tackle a relatively large number of problems albeit at the cost of
performance.
What this means is that you're done ASIC mining (ie. when the difficulty
becomes too high to be profitable), your hardware is useless unless you can
find a replace coin to mine. If the difficulty gets too high for a GPU,
you can simply sell it for the same price you bought it (or even more in
this market...)
With this in mind, if you do go the ASIC route you probably want to get
something that can support multiple algorithms, eg. maybe a Baikal mini or
(quadruple) Asic miner

As for profitability, a 600mh/s asic should bring in maybe $18 a day? ROI
is about 3-4 months.
