If you want to check out a 2-10-4 that was suitable for passenger service than you need to look at the Santa Fe 5000-series 2-10-4's. They had 74 inch drivers. However, they used them in fast freight service in the midwest but they were certainly capable of working a passenger train if the need arose. I am sure they were, by far, the largest 2-10-4's ever built.

However ATSF had a fleet of very high stepping 4-6-4's and 4-8-4's which were more than adequate for their fast passenger trains.
