Sounds like the communications department combine. I remember seeing
it in West Toronto in the sixties. As I understand, the car was ran
on a train and the communications crew checked the lines along the
track looking for broken wires. The car carried all equipment needed
to do lineside repairs.
What I am not sure of if it operated on a special train or regular
freight. It would seem unusual for a regular train to stop as
required. To reverse movement the train would have to operate as a
work train which did occur occassionally with a way freight.
Check the number in the CP Document Project equipment rosters. It
might give a build date but unfortunately not a conversion date.
