Re: DA Application No. 2017/030. 81-86 Courallie Avenue, Homebush West
To Strathfield Council,
As an owner and resident of Centenary Park, I do object to DA 2017/030 for the
below reasons:
1. Heavy traffic on current roads in the complex. The current traffic volume on
Courallie Ave and Marlborough Rd has already been critical. During today's
after work rush hour, there has already been a long congestion to the
exit/entry of the complex. After the rest of the building settled, there will
be more traffic pressure. The childcare centre will accomodate 89 children, and
subtracting any children living in the complex (most kids in the complex are
taken care of by their grandparents), there would be around 60-70 cars in and
out the complex to drop off/take on children everyday. The current roads will
be unable to afford such traffic volume.
2. Safety concerns for children. The road in front of the childcare centre is
one-way, narrow, curl with blind spots but people now driving very fast on this
road. It is not safe for children.
3. Inadequate parking space. Centenary park has a long history of fighting with
illegal parking due to NO/inadequate visitor parkings from the flaw design of
the developer. This issue has been becoming increasingly acute. If the
childcare centre opened, this would be a disaster for the residents here, also
for the parents who drop off/take in their kids.
4. Centenary park has been designed as a luxury gated estate, that means it is
not open to the public. If the childcare centre opened and started taking kids
from outside, the developer will breach their promise to the owners. Even if 11
underground car parking space are allocated to the childcare centre, that means
childcare centre will share our intercom system with their staff and kids
parents. Again, luxury gated estate promise will breach. Owners in the complex
currently has been struggling with outside people using our public
area/swimming pool/tennis court already. Owners do not want to see more
hurdles/pressure on current situation.
5. Noise from the childcare centre. There has no related report on this, and
the childcare centre has large public areas quite adjacent to residents. 89
kids will give a big headache to the nearby residents.
6. Garbage Management. Council is fully aware of the existing and ongoing
Garbage Collection and Disposal Issues at Centenary Park. The provision of 1 x
660 L bin for rubbish collection twice weekly appears grossly inadequate for
the sheer number of children attending the Centre. And putting the bins on the
footpath for collection at least twice weekly will again expose residents to
stinking, smelly bins that are a health hazard with flies and vermin. And this
will also force residents to walk on the road (that one-way, narrow, curl with
blinds spots road!), putting their lives at risk.
Overall, this childcare centre will not benefit the community here. On the
contrary, the negative impacts will increasingly stimulate exiting issues.
So Council should reject this development application.
