Hi, Jacqueline and thanks for your good article on Haitian relations with
China and Taiwan, and the Port-au-Prince development offer in particular.

  A couple of questions:

1. Have you seen those contracts?  Whose names are on them?  It would be
worthwhile for the Herald to acquire and publish the documents, to be
authoritative and to quell rumors.

2. Can any Haitian city actually contract with a foreign power without
also concurrent involvement and approval of the GOH and its prevailing
laws and regulations such as environmental and social impact, public
participation process, building codes, land use, eminent domain, etc.? 
You'd think that something like this should be a matter for the court
decision.  Has anyone challenged the deal's legality?
