I am examining in detail the two white papers and more recent documents
and articles that recommend resuscitating the Haitian armed forces. Here
are the original French versions and Google-English translations of the
two main papers.
In so many words, my impression is that the papers recommend replacing
Haitian civil society with the militarization of land, life, law and
livelihoods. To accomplish this, they propose creating a new
defense-centric bureaucracy within the existing executive branch,
significantly reconfiguring relations among ministries. The title of the
2015 paper is, in fact, "White Paper on National Security and Defense for
the Economic Development and Sustainability of Haiti."

I think it's worth reading the papers, studying the graphics and
