Note, in the 2013 white paper, the proposed budget was approx. 422 million
gourdes total for three years. [Annex 1, page 47]
Now it is 535 million gourdes for one year.
To my knowledge, neither White Paper nor any news article or interview has
derived and explained threat assessments for any of the five conceptual
"defense" realms. Thus it is a "supply side" proposal, not a "demand
side" one. The impression on reading the 2015 paper is that it is a)
excessively retro-patriotic without b) reference to modern mortal threats,
economic/health/environmental threats, social anxieties, basic needs, or
public input, and without c) discriminating between duties that are
appropriate for police versus for an armed force.
For discussion:
Per the title of the 2015 paper, how does national militarization promote
economic development and sustainability, especially in agrarian,
pre-industrial societies?
What happens when civilian governmental functions - preparedness,
response, mitigation, monitoring and enforcement - are suddenly
militarized?
In the same way, what happens when private-sector functions - farming,
foresting, irrigation, engineering, reconstruction, etc. - are suddenly
militarized?
What happens when a military employment sector is added to a society with
widespread, chronic, high unemployment?
What happens if a government that habitually fails to meet its civil
service payroll also begins to fail to pay soldiers' salaries?

Le budget du
ministère de la Défense est passé d’environ de moins de 400 millions à
plus de
535 millions de gourdes dans l’exercice 2017-2018. Il est parmi l’une des
priorités de l’administration Moïse-Lafontant. Avec cette augmentation, le
ministre de la Défense annonce le recrutement de jeunes entre 18 et 35
ans, qui
permettra de constituer une nouvelle force de défense pour le pays…

fonctionnement et 25 millions pour les investissements. Le nouveau budget du
ministère de la Défense déposé au Parlement dans la loi de finances
2017-2018 a été significativement augmenté en vue de
la formation d’une nouvelle force de défense, a fait savoir, lundi, le
ministre
de la Défense qui participait à l’émission « Haïti : Sa k ap kwit » sur Télé
20. Hervé Denis a souligné avoir cependant présenté un budget d’un
milliard de
gourdes qui devrait lui permettre de recruter 500 jeunes femmes et hommes
cette
année. « J’ai dû apporter des rectifications dans mes projections, mais
je vais
avancer… », a-t-il dit.
Il n’est pas encore en mesure de
préciser pour le moment combien de personnes il compte engager cette
année. Cependant,
d’ici au 18 novembre, le nouveau corps fera sa grande sortie à l’occasion
de la
célébration du 214e anniversaire de la Bataille de Vertières.
Le processus de recrutement et
les critères…
Pour mettre sur pied cette
nouvelle force de défense, le ministre Denis veut d’abord faire l’inventaire
des anciens hauts gradés des anciennes forces armées d’Haïti pour voir
ceux qui
peuvent encore servir, ne serait-ce que dans la formation des enrôlés. Hervé
Denis ne compte pas tout simplement acheter le service de ces anciens
militaires sans les soumettre d’abord à un processus de vetting pour
s’assurer
qu’ils sont au-dessus de tout soupçon.
Certains de ces anciens hauts
gradés feront également partie du haut état-major de la nouvelle force de
défense de Jovenel Moïse. Même s’il y aura des anciens militaires dans la
nouvelle force, cette nouvelle structure n’aura rien à voir avec l’ancien
corps
militaire, a affirmé le ministre Denis.
S’agissant des enrôlés, ils
doivent être âgés entre 18 et 35 ans et détenteurs au moins du diplôme de
fin
d’études classiques pour intégrer la nouvelle force militaire. Comme pour la
police nationale, ces jeunes auront à passer toute une série d’épreuves
allant
du vetting à des tests médicaux et des épreuves physiques et techniques.
Ceux qui veulent faire partie des
unités spécialisées de la force de défense doivent, quant à eux, avoir des
diplômes universitaires selon la fonction qu’ils comptent occuper dans le
nouveau corps militaire.
« Nous n’allons tolérer aucun
écart dans la nouvelle force. Le recrutement se fera avec une discipline
de fer
», a prévenu le ministre. Hervé Denis a donné la garantie que personne ne
pourra intégrer la nouvelle structure sur la base de ses rapports
privilégiés
avec aucune autorité du pays qu’il soit au Palais national, à la
Primature ou
au Parlement.
Il y aura très bientôt des
annonces dans les médias sur le début du processus de recrutement dans la
nouvelle force de défense.
La mission de la nouvelle armée
La mission des nouvelles forces
armées consistera essentiellement à faire des interventions lors des
catastrophes naturelles, lutter contre la contrebande au niveau de la
frontière, défendre l’intégrité du territoire national, surveiller l’espace
terrestre, maritime et aérien, lutter contre le terrorisme, entre autres, a
énuméré le ministre de la Défense. « La nouvelle force sera un
accompagnateur
au développement », a précisé M. Denis.
Selon lui, la projection pour la
force de défense va au-delà des cinq ans du président Moïse. Hervé Denis
souhaite démarrer le projet qui atteindra sa vitesse de croisière à la
longue. Il
sera satisfait s’il arrive à enrôler 3 000 membres dans cette nouvelle
structure à la fin du mandat de Jovenel Moïse.
150 militaires, des génies,
formés à l’étranger, notamment en Équateur, sont déjà opérationnels dans
deux
bases à Gressier et dans l’Artibonite. Pour les entretenir, cela coûte 400
gourdes par jour pour chacun des militaires, a souligné le ministre.
Le ministère de la Défense a déjà
préparé la grille des salaires pour les nouveaux membres du corps
militaire. Cependant,
pour des raisons stratégiques, Hervé Denis n’a pas voulu divulguer ces
informations pour le moment. En fonction des besoins, il compte récupérer
certaines bases laissées par les Casques bleus. En ce sens, il priorise
celles
qui sont placées aux environs de la frontière.

The mission of
the new army
The
