Point well made Claude Reginald Jean. Driving old automobiles in Cuba
doesn't seem to create any reported environmental issues or any safety
issues in Cuba.
I wouldn't reject adding a reasonable "not exhorbitant" extra fee to
register older cars, but that alone is not a solution. We need to re-
enforce laws, rules that are already in the books in order to manage
pollution and safety and ensure that car owners maintain their automobiles
according to standards set by the government. Those cars found to be in non
compliance will be unable to be registered thus they will be off the roads.
However, we need to deal with so many other issues before we can even get
there. For instance:
1. Having adequate motor vehicle registration facilities across the country
not just in PauP.
2. Train the police so they are able to enforce the law and rules
3. Introduce new updated laws and rules
4. Deal with corruption within the Vehicle registration administration and
within the police to ensure that only compliant automobiles get to be
registered.
I am sure there are many more steps that could be taken
