RTD should be encouraged to consider the inequitability of paying for its
operations and capital improvements using sales taxes, which are highly
regressive. Since less than 6 percent of low-income people in the Denver urban
area rode transit to work in 2019, 94 percent of low-income people are paying
regressive taxes for transit rides they aren't taking.
