PhotoShop is THE app for editing. But if I didn't have that I agree
with Ross, PSP is a fine product.
Another one to consider, and as a PhotoShop user I think this is even
better, is PhotoShop elements. Basically, its PhotoShop for the
non-professional. Most of the features of PhotoShop are there.

I haven't used it for a while (all editing I do is done in Photoshop, I don't do things like adding elements to an image), but Paint Shop Pro used to be good; it might be worth trying. Apparently Corel bought Jasc recently, was unaware of that.
