Usually these computers have more than one problem, so I ask the person
how far they want me to go with it. If it takes more than 1 hour, and
the OS/system files/registry is a real mess (technical term) then I
would tell them it might be better to reinstall than let me spend x
number of hours charging them.
Every case is different as far as charging, so its varies with me. But
my rate does not vary.
