Migration Policy Practice
(Vol. V, Number 3, July 2015September 2015)
The new issue of Migration Policy Practice focuses on the migration
challenges facing the countries of the Middle East and North Africa (MENA).
The first article in this issue, by Enas El Fergany from the League of
Arab States (LAS), addresses the important topic of how to promote regional
migration cooperation in the Arab region, which hosts more than 30 million
international migrants. The LAS has recently established an Arab Regional
Consultative Process on Migration, which is in the process of launching an
Arab Information System on Migration.
The second article, by Charef Mohamed, focuses on migration policy changes
in Morocco, including reforms to the migration and asylum policy prompted
by the Sept 2013 report of the Conseil National des Droits de lHomme, as
well as the regularization campaign.
The third article, by Michael Collyer, Bashair Ahmed, Markus Breines,
Vanessa Iaria and Elisa Pascucci, questions the validity of using the
concept of root causes of migration, which according to the authors has two
significant weaknesses: (1) it does not provide a basis for differentiating
between different groups of people with different needs and opportunities
to move; and (2) it fails to account for onward migration.
The fourth article, by Agnes Tillinac, discusses the subject of human
trafficking in the MENA region. The article presents new data on
trafficking based on research conducted in 2014 in Iraq, Libya and
Syrian Arab Republic. The article stresses the need to look at the way in
which humanitarian crises can increase human trafficking, and change its
patterns and render persons already displaced more vulnerable to
trafficking.
The last article, by Steve Thorpe, presents an innovative new project the
Mixed Migration Hub (Mhub), which was developed within the framework of the
North Africa Mixed Migration Task Force. MHub is an information and
research network that collects, analyses and disseminates relevant data
across the MENA region.

Children of Asian Labour Migrants: Evidence for Policy and Action*
Despite the political discourse on migration becoming an important issue
in the global development agenda, the mental and physical health
implications for left-behind children of migrant workers have received less
attention. The current evidence base on the health impacts of labour
migration, both for migrants and their families, also remains weak. The
health impact on families left behind is especially salient for the
majority of labour-sending nations that may lack adequate resources to
respond to broad public health outcomes linked to increased migration and
its cascading reverse impact.

Displacement due to disasters is on the rise globally. The 2011 Great East
Japan earthquake and tsunami, followed by the Fukushima nuclear accident,
displaced internally more than 150,000 persons. Four years later, many of
these evacuees remain displaced, unable or hesitant to return home, due to
radiological and social consequences caused by the disaster.
Drawing on two research projects, this policy brief seeks to examine the
case of Fukushima evacuees, with special focus on the question of return,
and attempts to make policy recommendations specifically tailored for the
nuclear displacement. It explores ways in which genuine durable solutions
can be found for their case in line with international protection
guidelines for internally displaced persons.

*Migration in Kenya: A Country Profile* provides an overview of Kenyas
migration data, trends and the countrys legal framework and governance
structures as they pertain to migration. The report also describes the
impact of migration on the countrys health, environment and socioeconomic
development. The report can be considered a first step towards an
integrated and effective migration data management framework for the
country. The migration profiling exercise was undertaken at the request of
the Government of Kenya, through the Department of Immigration, and with

In West Africa, the large majority of people move in the region. Now this
SouthSouth migration is seven times greater than migration flows from West
African countries to other parts of the world. Côte dIvoire, Ghana and

La majorité des flux de populations en Afrique de lOuest est intra
régionale. En effet, cette migration Sud-Sud est sept fois plus importante
que les migrations de lAfrique de lOuest vers dautres régions du monde. La
Côte dIvoire, le Ghana et le Nigéria sont devenus dimportants pays daccueil
pour de nombreux migrants, et la plupart de ces migrations sont de nature
professionnelle. Ces flux migratoires intra régionaux jouent un rôle
essentiel dans le développement de lAfrique de lOuest et participent
activement à réduire la pauvreté. Ils contribuent aussi au processus
dintégration régionale, et renforcent la Communauté Economique des Etats de
lAfrique de lOuest (CEDEAO[1]), une organisation intergouvernementale
fondée en 1975 qui couvre aujourdhui 5.1 millions de km2.
