Ambassadorial lunch and briefing on the Climate Vulnerable Forum (CVF)

 On 19 October, the Permanent Mission of the Philippines to the United Nations
in New York convened an Ambassadorial level lunch and briefing on the Climate
Vulnerable Forum (CVF). This meeting brought together the current and former
presidents of the CVF (the Philippines, Costa Rica and Bangladesh) to discuss
the CVF’s activities and the launch of a new Vulnerable 20 (V20) Finance
Ministers Meeting that took place in Lima, Peru. Delegations participating in
the event spoke of the need to achieve strong, robust outcomes from the COP21
negotiations in Paris, and called for further activities in New York to
highlight the climate-related threats faced by CVF member countries. IOM’s
Permanent Observer participated in this event, reaffirming IOM’s commitment to
working with the CVF and partner agencies – notably UNDP – and outlining a
range of IOM’s activities in support of the ongoing COP21 negotiations.Logo ©

UN Second Committee

 Speaking at the United Nations on 20 October 2015, IOM’s Permanent Observer to
the UN, Mr. Ashraf El Nour, urged governments to address and integrate the
links between migration, environment and climate change into the COP 21 climate
agreement to be debated at the end of this year. Reflecting on the inclusion of
migration issues in the 2030 Agenda for Sustainable Development, the Sendai
Framework for Disaster Risk Reduction, the SAMOA Pathway and the Addis Ababa
Action Agenda, Mr. El Nour told Second Committee delegates that the Paris
Agreement must similarly address migration – recognizing its cross-cutting
nature – to ensure mutually reinforcing and coherent outcomes between the major
inter-governmental frameworks adopted in the past two years.

Climate and Defence Conference

Paris, France
 Migration and displacement were repeatedly mentioned among the greatest
security challenges posed by climate change at an international high-level
event organized by the French Ministry of Defence on October 14th, 2015 in
Paris. The conference, entitled “The Implications of Climate Change for
Defence”, brought together Ministers of Defence and other high-level officials
and representatives of the military sector from several countries of the South
and North to discuss the security implications of climate change ahead of the
21st Conference of the Parties to the UNFCCC to be held in Paris at the end of
this year. The conference made clear that defence and military actors in many
countries are deeply concerned by the impacts climate change could have on
security through forced displacement following disasters, or through potential
mass migration to cities or neighbouring countries as a result of the negative
effects of environmental degradation on livelihoods. From the mobility point of
view, the defence sector could play a key role both in protecting the
population and managing displacement and relief following disasters, as well as
in contributing to disaster risk reduction efforts - for example by using the
army’s technology to establish early warning and information sharing systems -,
or supporting adaptation and land rehabilitation projects to protect
livelihoods, reduce vulnerability, and thus prevent forced migration.Photo:

Nansen Initiative Final Consultation
12-13 October 2015
Geneva, Switzerland
 The Nansen Initiative held its final Global Consultation in Geneva on 12 and
13 October 2015. The event led to the 111 States involved with the initiative
endorsing the Nansen Agenda for the Protection of Cross-Border Displaced
Persons in the Context of Disasters and Climate Change. Several states
highlighted the important role that IOM and UNHCR play in environmental and
climate-related migration and referred to their potential positioning in the
institutional future of the Nansen Initiative that will be further discussed
and decided before the end of this year.  IOM being a member of the steering
group and the consultative comittee, IOM Director General, Ambassador WIlliam
Lacy Swing, was invited to deliver a keynote speech alongside the UNHCR High
Commissioner. Ambassador Swing highlighted that climate change will produce
more and more environmental migration in the future and described IOM's action
taken in the field of migration, environment and climate change. The key
questions related to the implementation of the Nansen Agenda, the preferred
institutional arrangements and the possible funding mechanisms remain open.
Several states also officially called for human mobility matters to be included
in the future global Climate Agreement, to be reached in Paris at the 21st
Conference of the Parties (COP21) of the United Nations Framework Convention on

Speaking at the INGOs and Parliamentarians Round-Table on Climate change and
Human Rights at the Council of Europe in Strasbourg on 29 September 2015, IOM's
Dina Ionesco highlighted the importance of environmental degradation and
climate change as factors in migration processes that can no longer be ignored.
Migrants themselves play a vital role in our globe's changing climate: 
"Migrants should be taken neither as heroes nor victims but for committed and
responsible actors who can contribute to the fight against climate change!"
Ionesco also stressed the importance of integrating environmental migration in
the Paris Agreement being discussed in November.   |

Environmental Migration in Mali
 
The IOM Mali Country Office  has completed the first stage of the field
household survey conducted as part of its environmental migration project in
Mali. Data has been collected on 1,145 households and the analysis provided
quantitative results on environmentally-induced migration in both Bamako
(capital city and region of destination) and Dourou (rural commune and region
of origin of migrants).  A second phase of the survey will be the occasion to
outline the adopted strategies of the environmental migrants to cope, most
notably, with drought and desertification. The results of the field research
will support the publication of a Profile on environmental migration in Mali.

MECLEP Papua New Guinea Policymaker Training Workshop
26 - 28 October 2015
Port Moresby, Papua New Guinea
 IOM has launched a series of capacity-building trainings targeting mid to
senior level policymakers and practitioners active in environmental and/or
migration areas. The trainings seek to provide participants with a basic
understanding of migration, environment and climate change concepts and
terminology as well as concrete tools that can support national and regional
policymaking processes. From October 26-28 a Policymaker Training in
collaboration with the Office of Climate Change and Development will take place
in Port Morseby, Papua New Guinea.

Maps and Infographics
New Environmental Migration Portal section now online
 From today on the Environmental Migration Portal features a new section
containing both regional maps and infographics on migration, environment and
climate change. The infographics visualize this nexus and contribute to a
better understanding of how migration can work and be promoted as an adaptation
to environmental change. This is especially important in view of the
forthcoming 21st Conference of the Parties (COP21) of the United Nations
Framework Convention for Climate Change Conference to be held in Paris in
December 2015. The creation of the maps and infographics is funded by the
European Union. They are created under the Migration, Environment and Climate
Change: Evidence for Policy (MECLEP) project in collaboration with the
IOM/Sciences Po project on the Atlas on Environmental Migration.
