Greetings everyone,
I want to first thank you for allowing me to sit as your President once again.
With great enthusiasm, I am looking forward to a prosperous and peaceful
transition in our organization.
Everyone has gone through something throughout these past 12 to 24 months. One
thing we all know is that we have our love for family and our love for bowling.
No matter if you are blind or sighted, it is that thread that keeps us
together. So, let's get to the fun. I hope to be with all of you in Chicago.

WELCOME TO THE 2021-2022 BOWLING SEASON!!!
Please remember members who had to say good-by to family, friends and bowlers,
all who are no longer with us especially those who COVID - 19 claimed. Please
remember those in the West affected by the worst fires in history along with
lives and property lost due to hurricane Ida. Lastly, flooding and power
outages in Michigan, it has been a stressful year, we are looking forward to
good bowling, renewed friendships, and fellowship.

Leagues, MBBA & SBBA Secretaries, Active Life members,
Officers, and Tournament Directors received: The Average
Book, August Packet, inclusive of information and forms needed
for the new season (whenever your league begins). We are still
asking any league or members with used rails they are willing to
donate or sell to please contact the Secretary as soon as
possible. Anyone mentioned who did not receive the Average
Book, August Packet or Letter regarding the Mid-Year Meeting,
should contact me and I will send the documents to you by
email.
A few reminders (especially for new secretaries)
V Minutes should be maintained for all league
meetings.
V A prize list should be approved by the league at least
by the 5th week of the bowling season. It can be
amended at a later date.
V The fiscal year for ABBA is August 1st through July
31st of the following year.
V Leagues should review and update their by-laws or
constitution on an annual basis per ABBA by-laws
Article IV, Sec. 3.
Policy Statement F-3, Financial Reports from Member Leagues,
approved in November 2011: Leagues under ABBAs 501 c3
status must submit a brief Fund Raising Guideline explaining
how the proceeds will be used.
This information should be recorded in the meeting minutes.
The leagues fund-raising guideline should be sent to the ABBA
Secretary-Treasurer if the league plans to raise more than $1,000 in a year.
That amount does not include prize money.
V League secretaries must file the 990 EZ form with the IRS
each year. If this is not done, the league is removed from
the list of ABBA leagues covered by the nonprofit status.

Leagues not covered under the 501 c3 status do not have to
follow this procedure.
S 2021 Mid-Year Board Meeting - November 18-20, held at
the Marriott Chicago OHare. Board Meeting will be held
Sat. @3pm. All leagues are requested to have at least one
representative for the 2021/22 season to carry back to their
league, information obtained at the Board Meeting. All
committee meetings will be held in the River Room, 1st room on the left side of
the meeting rooms. When times are
received, they will be given to all. Those traveling by plane,
there is a 24-hour shuttle from the airport to the hotel.

S May Convention - May 25 - 29, 2022, Hotel - Marriott
Chicago OHare - 8535 West Higgins Road, Chicago, IL
60631 - 773-693-4444. Must identify yourself as a member
of ABBA to receive Group rate - $105 current tax 17.40%,
cutoff (May 5, 2021).
S Each guest should contact the hotel at least (30) days prior
to your arrival and identify yourself.
S TENTATIVELY the Board and Convention will convene
back to back at 6:30pm with a break in between. The
Chinese Auction will take place unless notified that it is
cancelled. If you would, please start collecting items or
sending donations to Janice Erkilla/Linda Hoepner.
S The following information may be of interest, I will not
submit this in another issue, please keep it for reference
later in the season:
S Our group will receive: Complimentary
24-hour Fitness Center Access
Breakfast Vouchers will be $15 per person per day for
the restaurant breakfast buffet.
Discounted Self-Parking for $10 per vehicle per day

Space available in front of the hotel for any group
charter buses to park at no charge.
Please keep in mind when sitting in on the committee meetings,
members are welcome to sit in the room and listen. If you have
any suggestions, please give them to the Chair before or after
the meeting. Those creating a disruption will be asked to leave
the meeting. Water will be provided within the room. Please
make note, all official positions will be vacant in May. Transition
of outgoing and elected officers should take place during the
months of June - July 31st. Newly elected officers must be
prepared to step into their new positions August 1,2022.
People across the country have asked to purchase rails,
especially the VA facilities. Some wanted the procedure for
ordering, we are going to try and make sure this is on our
website. Those who call and state they have my contact
number but not the procedure for ordering.
1 - State number of rails needed, include location, receiver -
addresses & phone #.
2 - Will reply with an invoice of total cost inclusive of
shipping.
3 - Send a check or money order made out to ABBA - 2829

4 - Upon receipt of money, the rail manager will be contacted
to ship rail/s, turnover time, approximately 7 days. Prices
of rails are subject to change this season presently they
are $280 for a 12 ft. rail with 3 ft. extension.

Members of The American Blind Bowling Association,
I am sending you these proposed by-law changes in advance of the deadline
because if enacted they will significantly change the administrative structure
of our Association and I want you to be as knowledgeable when making your
decision as possible.
If you receive this information more than once please accept my apology. I am
sending this to the two most comprehensive lists that I have for ABBA members.
If you have any questions feel free to contact me by phone, text, or email. A
phone call will require you to leave a message as I do not answer calls from
numbers I do not recognize.
ARTICLE V - OFFICERS AND BOARD OF DIRECTORS SECTION 1: OFFICERS
CURRENT LANGUAGE:
The officers of this Association shall be President, 1st Vice- President, 2nd
Vice-President, Secretary-Treasurer and Tournament Director. These officers,
associate members and life members together with one representative from each
member league and Area Association and as many additional persons as may be
determined by the delegates at the annual convention shall be known as the
Board of Directors.
CHANGE:
Eliminate the Office of Secretary/Treasurer and the position of Assistant
Secretary.
Create the Office of the Secretary and Create the Office of Treasurer.

Remove all references to the Secretary/Treasurer and Assistant Secretary in
the by-laws and policy statements.
PROPOSED LANGUAGE:
The officers of this Association shall be President, 1st Vice- President, 2nd
Vice-President, Secretary, Treasurer and Tournament Director. These officers,
associate members and life members together with one representative from each
member league and Area Association and as many additional persons as may be

ARTICLE V - OFFICERS AND BOARD OF DIRECTORS SECTION 2: ELECTION AND TERM OF
OFFICE
CURRENT LANGUAGE:
The officers of the Association shall be elected by majority vote at the annual
convention of the Association. The term of office for the President shall be
two years or until a successor is elected beginning August 1. No individual may
hold the office of President for more than one consecutive term. The term of
office for the Vice-Presidents shall be two years beginning August 1. The term
of office for the Secretary-Treasurer and Tournament Director shall be three
years beginning August 1.
Passage of this amendment will eliminate the position of Secretary/Treasurer
and Assistant Secretary. Responsibilities and duties of the Secretary/Treasurer
and Assistant Secretary will be appropriately reassigned as identified in the
new Article V Section 8 Duties of the Treasurer and Article V Section 9 Duties
of the Secretary and any references to the Secretary/Treasurer in the by-laws
and policy statements will be removed.

CHANGE:
Revise Terms and Term limits for the Officers of the association in order to
establish consistency and fluidity when officers change.
PROPOSED LANGUAGE:
The officers of the Association shall be elected by majority vote at the annual
convention. The President, Second Vice- President and Treasurer shall be
elected for two (2) year terms in odd number years with a maximum of two (2)
consecutive terms. The First Vice-President, Secretary and Tournament Director
shall be elected for two (2) year terms in even number years. The First
Vice-President and Secretary will also have a maximum of two (2) consecutive
terms. The Tournament Directors terms are unlimited. Terms of office shall
begin August 1st of the year elected. Vacancies in any of these positions for
any reason shall be filled in accordance with Article V Section 4 of these
by-laws. Partial terms filled from vacancies will not be considered as part of
term limitations.
This amendment will take effect immediately after its adoption to facilitate
the transition.
Transition: This section will be removed when transition is complete.
Transition will take effect as follows:
The President will not be affected.
The First Vice-Presidents term will be extended until 2022.
The Second Vice-President will not be affected.
The Treasurer will be elected to a term of one (1) year.
The Secretary will be elected to a two (2) year term.
The Tournament Director will be elected to a one (1) year term.

As of August 1,2020 (2021) the position of Assistant Secretary
is eliminated.
Starting August 1st, the stipends for the Secretary/Treasurer and
Assistant Secretary will be combined and divided by direction of
the Board between the Secretary and Treasurer.
ARTICLE V - OFFICERS AND BOARD OF DIRECTORS
SECTION 8: DUTIES OF THE TREASURER
The fiscal year shall begin August 1 and end July 31 of the
succeeding year.
The Treasurer shall:
A. Receive any and all monies and other property paid or
donated to the Association except where otherwise stated
in the by-laws.
B. Keep a correct account of all receipts and disbursements
and publish an annual report to the Association.
C. Deposit all monies received by the Association in
individually titled accounts in a National bank or banks to
the credit of, and in the name of, the ABBA.
D. Draw all warrants for the payments of bills allowed by the
Board of Directors. The signature of the Secretary
Treasurer together with the signature of the President or 1st Vice-President
shall be required for the withdrawal of all
funds belonging to the Association with the exception of
the Tournament Fund.
E. Based on guidelines established by the Finance
Committee, authorize the payment of bills of a general
nature.
F. Provide guidance to league and association officials
regarding financial matters associated with their
relationship with ABBA.

G. File the annual incorporation document and fee with the State of Delaware,
annual report form 990 with the Internal Revenue Service and fulfill any other
requirements stipulated by government entities.
H. Provide any information with regard to the associations finances requested
by the Finance Committee or the President.
I. Perform any other duties consistent with the office of Treasurer requested
by the Board of Directors or the President.
J. The Treasurer shall not be compensated at the end of his/her term until all
the accounts are closed and transferred to the newly elected/incoming
Treasurer. In order to receive his/her last full stipend, all assets must be
turned over to the new/incoming Treasurer within thirty (30) days. Should this
transition not occur in the specified time allotted an amount of stipend
reduction will be determined by the RIEC. The last stipend must be issued and
signed by the new/incoming Treasurer and the President.
ARTICLE V - OFFICERS AND BOARD OF DIRECTORS
SECTION 8: DUTIES OF THE SECRETARY
The Secretary shall:

Board of Directors.
B. Maintain a membership roster and such other records as may be determined by
the Board of Directors or President.
C. Conduct correspondence of the Association, including sending to leagues and

D. Conduct the ABBA awards program.

E. File statistical reports received from league secretaries and local
tournament officials.
F. Annually compile, publish, and distribute a book containing the averages of
ABBA members who competed in twenty- one (21) or more league games during the
preceding bowling season.
G. Annually compile, publish and distribute, to all leagues, Area Associations,
Life Members that are active in blind bowling, Associate members, ABBA Officers
and Committee Chairs a complete and current copy of the bylaws and Adopted
Policy Statements. These shall be sent within ninety (90) days following the
Annual Convention. Supplemental print or Braille copies will be sent on written
request.
FI.The Secretary shall not be compensated at the end of his/her term until all
relevant materials consistent with the office of ABBA Secretary including but
not limited to: files, average books, awards, minutes, membership records,
statistical reports, a current copy of the by-laws and Adopted Policy
Statements and anything else the board deems pertinent to the duties of the

must be turned over to the new/incoming Secretary within thirty (30) days.

This message is to help you (those who are bowling this year) to decide who
your league representative will be at the Mid- Year meeting and the number of
delegates you will be sending. Forms will be sent to the league secretaries
soon for the name of the representative (the person who will vote at the Board
Meeting on your leagues behalf).

MESSAGE FROM THE TOURNAMENT DIRECTOR
We have a great tournament coming in 2022 in Chicago and I hope everyone will
be able to attend. Dates of the tournament are May 26th thru May 29th. We will
be staying at the Marriott Chicago OHare Hotel, 8535 West Higgins Road,
Chicago, IL 60631. Phone # is 1-800-228-9290 or 773-693-4444. Room rates are
$105.00 per night plus taxes. They do provide complimentary transportation
to/from OHare International Airport running every 30 minutes. The Brickton
Grill, Bar and Lounge is on site, featuring American fare made from locally
sourced ingredients and a day-to-night bar. Also, less than a mile away are
several restaurants.

We will be bowling at Arlington Lanes, 3435 Kennicott Ave., Arlington Heights,
IL, 60004. Arlington Lanes will allow us to use the screw down rails. This will
be the last tournament that we will use the screw down rails as the bowling
lanes do not allow us to use these rails anymore.
For those leagues that did not have the opportunity to bowl last season and
have paid Membership Fees for the current season I will use the 2019/2020
official ABBA average book or if you bowl 21 or more games during the 2021/2022
season you will be able to participate in the 2022 Chicago Tournament.
I am looking forward to seeing everyone in May for the Tournament. It has been
a very long time since we have been able to get together.

Hey, friends and family!
Its time. The first tournament in two years will be held in St. Louis Missouri
on March 18 through the 20th, 2022. The Midwest Blind Bowling Association would
like to invite each and every ABBA member to attend this tournament. Please
come join us. The host hotel will be the Hilton St. Louis airport, 10330
Natural Bridge Rd., St. Louis, MO. Phone number is 314-426- 5500. The room rate
will be $90 for a king room, $100 for a double. The room rate includes
breakfast for two.

The bowling center which we will be using is the Tropicana Lanes, which has a
full bar, restaurant, and many other amenities to enjoy. We still need help
with organizing and arranging things. Unfortunately, MBBA did not have a whole
city for this tournament. But we will not let that stop us. Please help out so
blind bowling can continue to move forward.
