Dear chess friends
Are you able to play chess in your head without using a chessboard? If so Then
this is just the tournament for you.
1. Players who are not members of the skype_chess group will need to contact
the list owner Mahendra Galani to register.

2. To register for this tournament please provide the following information.

4. Closing date for entries is 29 August at 22:00utc.
Late entries will not be accepted
Please read the rules carefully before registering.
Rules
1. Players must be able to communicate in English.
2. It is forbidden to use a chessboard or any computer programmes or help from
a third party(human). Any player caught violating this rule will be permanently
removed.
3. an arbiter must be present at all games whose duty will be to keep the time
control, score sheet, and to notify a player of an illegal move. E.g. Rook
takesAlpha1, arbiter: illegal move as there is no piece on the Alpha 1 square.
On the request of a player the arbiter may confirm the position of a piece.
e.g., Does white have a rook on echo5? Arbiter, no.
This is to be on the questioner's time and the clock is not to be stopped. At
no stage may a player or the arbiter request to stop the game to review the
board position.
The board position of the arbiter is final.
4. time control
Each player will have 60 minutes to complete 30 moves and once they reach the
control, forty-five minutes will be added to their remaining time to finish the
game. Note that the 45 minutes extra is not recursive.
5. The arbiter is the assistant tournament director, and the arbiter’s decision
in settling any misunderstandings during the game is final, unless if the
players or the arbiter wish to bring the dispute to the tournament director
after the game.
6. A forfeit will be issued if a player does not appear on Skype within thirty
minutes of the scheduled time for the game, or if a player does not make a
sincere attempt to schedule a game before the deadline date for each round.
7. Anyone who receives two forfeits will be removed.
8. Once a legal move is clearly announced and copied by the opponent, it is
official and cannot be changed.
9. A voice recording device may be used to record the moves.
No perkins brailler or computer may be used.
10. Moves may be announced in English or German using, if possible, the
international alphabet, Alpha, Bravo, Charlie, Delta, Echo, Foxtrot, Golf,
Hotel.
In German it will be Anna, Belia, Caesar, David, Eva, Felix, Gustav, Hector.
11. points table.
10 points for a win.
7 points for a bye.
4 points for a draw.
Two point for being a third person timekeeper for a game. Maximum of eight
points
Zero points for a loss.
0 points for a forfeit.
The Buchholz tie break system will be used.
12. Each round of the tournament will end on the date and at the time
determined by the tournament director at the beginning of each round. The
outcome of any games that have not been played by the deadline date will be
decided by the tournament director. The decision will depend on the information
provided to him. Should you not receive any response from your opponent, then
on deadline date forward your proof to the tournament director. He will
decide either to give a win by forfeit to one of the players or to give both
players a loss by forfeit or to make the result a draw.
13. During the game both players are requested to have their microphone
permanently open. The spectators, are requested to mute their microphones. No
spectator may intervene on the progress of the game
14. The games are played on Skype conference links.
15. To cut the traffic on the list, please make use of the address list of all
the players which will be sent in a separate email to schedule your game
privately and then post the final schedule to the list requesting for a
timekeeper.
16. The arbiter is requested to post the result to the list. He or she may also
send a CC to the tournament director as this will ensure that he does receive
the result.
17. Should a player be unable to keep a final schedule appointment, then the
player must inform the opponent as well as the time keeper
18. When final scheduling a game, the subject line must have the following
information: name of tournament, names of both players (white vs black), date,
time and a request for a time keeper or the name of a time keeper.
19. The pairing will be done according to the latest available skype_chess
ratings. New players to the skype_chess group will start with a rating of 1000.
20. Background noises such as loud music, television or other must be reduced.
Players must try to play their games in a quiet environment. Some players are
hard of hearing making it difficult at times to hear the opponent or
timekeepers’ announcements.
21. No penalty for illegal moves.
22. The time keeper, player or even a spectator is requested to record the game
should their be a dispute.
23. The only stime the clock may be stopped is when a player loses connection
to the conference. The waiting period must not exceed twenty minutes. The game
can be adjourned to a suitable date and time should this happen.
The clock may not be stopped for a player to take a telephone call or to go to
the bathroom or for anything else.
24. Timekeeper’s must be over the age of eighteen.
25. the decision of the tournament director is final.
