Ah.   I have had this happen at both Birmingham, KBHM, and Armstrong New
Orleans, KMSY.  I know today that I was given the correct vector for Runway
28.  I'll have to experiment more.

Hello,
Normally, when controller  vectors you toward the ILS entryway, it may take
up to 8 or  more miles untill you get the  ILS captured.
So, It is probably radar contact vectoring you badly at that specific
airport. 
If you, even do the approach checklist sooner, michel and the aircraft will
need to  get the full iLS signal, so that you could get fully  locked on the
localiser.
So, you still would lock on the localiser at  the same position. even if you
do the approach checklists  60 miles  out from the airport.
