[bvipilots] Getting Clearance from FS using RC4

It has been a while since I have tried to get clearance from the flight
service station when using RC4.  In fact, I gave up the last time I tried
because no matter what I said, I could not get it to give me clearance.
Anyone wish to tell me how to do this properly?
