I think when the aircraft is level, to get it to climb you have to put in an
altitude and then go and put in a climb rate, and then it will level out the
aircraft at your specified altitude, but this doesn't happen when I try to
descend. Let's say I'm at 10,000 feet, I might put 5000 feet into the altitude
box and then -1500 feet into the climb rate box, technically we should descend
and then level out but this doesn't happen

I would check your autopilot settings. You shouldn’t need to specify a
descent rate, it should have information on what is reasonable for the
aircraft you’re flying. This sounds like a bug which would have been caught
early on, given how long this program has been in development. I suspect user
error.
