LOCAL NOTICE TO MARINERS No. 21 of 2023
Reconstruction of West Wall at Harbour Entrance
MARINERS ARE ADVISED that a 40-metre length of the harbour entrance’s timber
west wall is shortly to be reconstructed by LHB’s appointed contractors,
Teignmouth Maritime Services, who will be working from West Beach from 11th
September to approximately 20th November 2023. The area being reconstructed is
at 50°48.0' N 000°32.5' W and can be easily identified as the first 40m of
timber wall to seaward of where the wall’s structure transitions from concrete
to timber and also where the Shoal Bank seasonally accumulates through shingle
overtopping from West Beach.

Teignmouth Maritime Services are constructing a new wall formed of tubular
steel piles and a combination infill of steel sheet piles and concrete panels
using an 80-tonne crawler crane, a piling gate and other plant working from the
West Beach. The works will not involve a barge within the river so the harbour
entrance should remain open. This includes commercial shipping subject to
pilotage (although temporarily under stricter weather and size limits).
An 8m wide Exclusion Zone will be in force on the west side of the river for 5
weeks between 20th September to 24th October 2023 to ensure the safety of
vessels as well as site workers whilst plant, personnel and temporary
structures extending a few metres riverward. During this period, the north and
south extents of the working area will have flashing orange site lights
overnight. Mariners are also advised that, once constructed, the new wall will
extend approximately 2 metres further into the channel than existing at capping
level.
In the meantime, harbour users are reminded that this 1920s timber structure is
at end of life, has already had various major repairs in recent years and is
increasingly fragile to damage caused by weathering, overbearing shingle and
accidental damage caused by both passing vessels and plant carrying out
essential dredging. Until replaced there remains a risk the structure could
collapse. Therefore, as already advised by

of 2023, as well as the hereby replaced LNtM 03 of 2023, mariners are advised
to continue to give this area a wide berth by transiting this area using the
eastern side of the channel. If the channel is busy, mariners are advised to
keep a keen watch, plan ahead and reduce speed or stop (where tide allows) in
order to avoid passing or overtaking within 50 metres of this area. Right of
way should be given to those navigating with the tide and therefore have less
control of speed and course.
The adjacent part of West Beach remains closed to the public with access to the
beach continuing to be via the Dunes Boardwalk until the project is complete.
During construction, available parking in the lower part of West Beach Carpark
will be reduced by 20 spaces on weekdays and 14 spaces at weekends. There is
