It disturbs me that these publisher books are not in BRF format as well as
Daisy. My Braille Lite will not read HTML files.

It's a case by case thing. No all books will be a part of the NIMAK
collection. The can be publisher quality books from such publishers as
O'Reilly that are not K-12 specific.
