Both the SP and FBI have beads on Finicum the virtually the moment he exits the
car. They have their weapons already raised and it doesn't take 2.5-3.5
seconds to get a bead. IF they wanted him dead, they would have taken him out
immediately. They are trained for this, and to quickly assess friend vs foe
actions (surely you have seen all the cop shows on TV where they go through
training and friends or enemies suddenly pop up as targets on the training
range??)
As far a " Most research in that area shows it takes 2.5-3.5 seconds..." -- not
sure where you got your information, maybe you can post it?

It would be a good example of having a bead on someone and waiting for them to
reach for their gun -- average for this test was 0.26 seconds. Tail end of
the distribution stops at 0.5 seconds, but there may be some way out there at
2.5-3.5 seconds....
And we expect that both the state, and especially the FBI, is trained for
irrational thinking....they see it all the time.

One failure rational people have is they tend to think like rational people.
When investigating people who might not be rational thinkers it sometimes is
necessary to consider what irrational people might do.
That's dangerous territory for rational thinkers. I tend to disagree with the
basketball analogy... the mind set with three tenths of a second on the clock
is very much different than the time it takes to perceive and respond to a
stimulus. Most research in that area shows it takes 2.5-3.5 seconds... if
that's the case the FBI shooter had made up his mind to shoot way before
Finicum exited the vehicle. Perhaps the excitement of other activities caused
an errant shot... perhaps we will never know. Excited people do very strange
things.
