Treaty Act by *severely narrowing *its scope such that migratory birds
could be only be considered harmed if actions were judged to be
intentional----and they would not be protected as long as the harm was
"incidental". The effect will be to weaken or, better, gut the
protections for species protected by the Act; it welcomes the creation of a
hole miscreants can drive a bulldozer through.
But this action can be undone! To that end and by not taking hoped-for
good things for granted, you can leave a comment. COMMENTS NEED TO BE
SUBMITTED BY MARCH 1.
