[bob-build-tool] Bob 0.20.0 released

Bob 0.20.0 is available on GitHub [1] and PyPI [2]. To upgrade to the
latest version just run:

    pip3 install --upgrade BobBuildTool

As always, the release notes are included in the documentation and available
here:
