I would just add on that it might be best if you had a VI person to 
associate/consult/help you with your enquiries since all information processing 
is relative <smile> - as in in order to understand their responses perfectly, 
it's best if someone with more experience/understanding of circumstances etc. 
is also involved - that's partly why I passed this on to mailing lists, and 
Tony Web and them are pretty much focused on this type of thing.

  Some have implemented reasonable accommodations to make books and other 
information accessible to users who are blind or have other disabilities.

Ekhuruleni DA this side, and like it says she's interested in any 
information/suggestions relating to facilities at libraries for VI guys this 
side - see attached word document, which contains questions and answers from 
the local authorities.
