I agree. I never did like blowfish or nice menues because they are
completely written in javascript and accessibility is not much of a concern
for the developer. Admin_menu is the same way because it is based on nice
menus.

Hi,
I'm concerned for a couple of reasons. 1) Someone with an alternate keyboard
cannot tab to these menus and make the menus drop down. 2) with every
combination of screen reader and browser available to me, I never hear that
it is possible to hover over them. Therefore, someone who is blind, who
doesn't know that they behave this way would never have a clue that it is
possible to open them.

It might be a setting in the menu system to have the menu always expanded.
Pressing INSERT+CONTROL+ENTER usually opens a dropdown menu like this.

Have you tried the Superfish or nice menu modules? they create drop down
menus. for keyboard users you can have the menu always expanded.
