In the past the admin queue has been empty, and (I'm hesitant to report this 
because I don't think anyone will believe me) in the past the download queue 
has been empty.  It happened when I had just started volunteering at Bookshare, 
and there weren't very many people submitting books.  It didn't last long of 
course, but there were 2 days or so when it was empty. Hard to believe, but 
true.
