Here are the steps in Window-eyes.
When you get to the upload page you are in MSAA mode. Arrow down to
the edit box just below where it says "link help". Now hit enter on
that edit box to turn off MSAA mode. Now use the tab key to get to
the file you want. Now press space bar to select the file. Now use
the tab key to get to the button which says "accept button". Notice
the first time you hit tab it says button. Pass over that and hit the
tab key a second time until it says "accept button." Only at that
point do you hit enter to accept. The fact "button" is repeated twice
is really confusing. Hope these instructions help you.
