I’m so sorry for the confusion!
Evan and Lori (or whoever Lori is referring to): I owe you guys an apology. The
only time you need to put asterisks a new chapter name is if they start partway
through a page and aren’t obviously identified with the word “chapter.”
At one point we were putting asterisks before all chapter titles, and then we
were putting them only before chapters that started partway down the page. The
instances I’d been thinking of where chapters started partway through a page
didn’t have the word “chapter,” so I’d just gotten it into my head that they
should always be added in when a chapter starts partway down a page.
Having thought through this, though, it isn’t necessary if the word “chapter”
is there. Please forgive my lack of thoughtfulness!

Per the recent post on the subject I've gone back to the book I'm proofing
and, having deleted the asterisks after the title and before the next text,
I've put them after the text and before the chapter title
