Evan,

The problem is that the braille symbols that represent single quotes  differ
from that which represents an apostrophe.  An apostrophe is dot 3.  The open
and close single quotation mark, on the other hand are dots 6, 2-3-6 and
3-5-6, 3 respectively.

I don't know why it wouldn't come out well in the Braille format.  The 
quotes will just be apostrophes, as they are supposed to be in this 
particular case.
