However, to aid with navigation for those using refreshable braille devices, you can insert the word Chapter before the chapter number, Like Chapter 1 or Chapter One. This is an example of how anomalies evolve in the manual and training materials. As the tools which process the books are adjusted and features like daisy navigation are introduced our proofreading standards change to keep up. Adding the word Chapter does for braille display navigation what bolding and enlarging does for Daisy navigation. So, to answer your question, No, you shouldn't create a ToC if it isn't in the print book. It might be a good idea to write to the scanner and ask her/him to double check and make sure it wasn't missed during the scan. Is your book fiction or non-fiction? I've noticed that almost all non-fiction has a ToC, while a lot of fiction does not.
