There are two submit a book links? I log in, it says welcome Sharon, I
click "submit a book" and it wants me to log in again.

Security shouldn't have anything to do with it. I was having trouble too, until I saw there's another submit link on the submit a book page. Weird. What's going on when you try to submit?

I have cleared cookies, but I am still having difficulty accessing the submit a book page. I know some of you said something with securities, but where do I find this information?
