I don't think I have seen them at the bottom of pages, but since they accompany the page number they look like the same thing as a running page header. I think I would delete them.

Newton’s Laws

(His laws don’t always apply to what is sometimes called “modern physics.” This involves objects moving at or near the speed of light, at extreme temperatures, inside atoms, and other things scientists are still working to completely understand.)
