To me, the first part reads like it is about the footnote text and the second is about the footnote number or letter.


As to the scenario Deborah gave, that's part of why I haven't put in the parentheses, numbers in parentheses are used in many books. I usually make the numbers superscript. That seems unambiguous to me, but I'm not sure how many screen readers indicate this or how it shows up in Braille.

In the body of the text, change this:
                        Unemployment rose in the middle of this decade1.

                        to this:
                        Unemployment rose in the middle of this decade (1).


                        In the footnote itself, change this:
                        1Applies to the years 2006-2008.

                        to this:
                        (1) Applies to the years 2006-2008.
