It was originally a single list of every book in processing at the time the list was geneerated, but it's been broken out into three lists now: one for the books awaiting admin approval, one for books out for validation, and one for books awaiting validation. It's essentially a snapshot of the books in processing at the time the lists are generated. They are helpful because they let you determine if a book is already in processing and doesn't need to be scanned.
