Unfortunately, I don't think there is a way to do that until version 12 comes 
out. I discovered that while doing automated search and replaces  to insert a 
blank line at the top of each page I found that it was instead inserting them 
at the bottom of the previous page.

I reported this behavior on the K1000 list and Stephen Baum confirmed that it 
is a bug. He explained a bit about why it was happening and said he had written 
the code to fix it, but that he couldn't implement it until version 12.

  Is there a  way in Kurzweil to interject blank lines after page breaks?  
Right now I have a book where the page numbers are on the first line after the 
page break and I'm wondering if there is something I can put in the 
find/replace dialogue box so I don't have to insert blank lines manually?
